It will actually raise the cost of rapid transit. Sooner or later the busway will have to be ripped up for a higher capacity system (light rail or streetcar) thus adding to overall costs. Think of all that money thrown away for a cheap fix! Light rail or streetcars maybe seem more expensive initially, but in the long term, it pays for itself.
